self-addressed, stamped envelope.

Basically, you take 2 envelopes. First one, stamp and address to yourself. Place that inside another envelope, which you also stamp and address to SDCPs. I believe he is charging you an additional stamp per package of seeds. So if you want 1 package, it should ultimately cost you 3 stamps and 2 envelopes.
