Are we allowed to send live plants from the US? If so, how crazy are the rules and regulations since Canada is so strict about everything?

You should see the phytosanitary requirements for live plants.

Seeds are your best bet.

If you do decide to go with seeds, remember that all seedlings are, by definition, "typicals", no matter how unique their parents are.
