What are all of the papers for? And how do you get them? Is it because you are getting more "exotic plants" imported and you need some sort of special permit?

Importing any plants requires permits and paperwork. You can actually import 12 or fewer non-CITES protected plants without a permit but still need paperwork. In Wistuba's case they have official distributor agents in the US who will take care of the importation process for you so you don't need permits yourself.

I should have updated this a bit sooner, but I did eventually decide against doing the group order from Wistubia, as I was able to find my Hamata and Edwardsiana on the cheap (those were the two I was after).

Best of luck.
