Will this setup work and being outside 24/7 and the moss staying wet the whole time I have 5 different types of vft sown in these pots and was wandering if this would work

That looks likenit should work. The challenge with having the moss intact is that the seeds can end up underneath it and not germinate. That is why many of us use a layer of finely chopped sphagnum on top of our peat moss.

So if the seeds sit on top of the moss they should germinate ?

Carnivorous plant seedlings tend to be very small, so they don't like to be covered the way some other seeds should be. Usually you want to sprinkle them on top of the pot, and then maybe lightly mist the surface to press down any that aren't in good contact with the substrate.

I put a layer of moss about half a centimetre thick on top of the seeds will this still allow them to germinate or not

A layer of anything, particularly non-chopped moss, won't do them any good. They may be able to manage if some of them aren't covered.

How good are your eyes? I'd go poking around in there and try to uncover them, if it were me. Flytrap seeds, being shiny black teardrop-shapes, aren't impossible to locate amongst sphagnum.
