Yes, deionized water is safe for both Venus Flytrap (VFT) seeds and grown VFTs. Deionized water has had most of the minerals and ions removed, which is what makes it ideal for VFTs. Tap water contains minerals that can build up in the soil over time and harm the plants. Rainwater is another option, but it can be inconsistent and may contain contaminants.

Should be safe to use. However IMHO every CP grower should own a TDS meter. They are only around $20 on Amazon. This way you can check your water before using it. You want 50 ppm or lower. Calif. Carnivores says you can use up to 100 ppm (I would never use anything over 50) but you would HAVE to re-pot every year if you do. I have never used anything over 10 ppm personally.
