Do D. Spatulata seeds require cold stratification and if not, are they dead if they accidentally were put in cold strat?

Drosera spatulata is a Sub-Tropical to Tropical ranging species.
It does not need cold stratification.
The seeds will not be harmed by cold stratification. (unless you you chill them to the point of freezing solid, that might injure or kill them)
