Just looking at the plants, I can tell that they are etiolated due to lack of light. It might be okay for one plant that is closer to the light, but definitely not the ones on the periphery. I would also increase the amount of time the plants are getting light. Even with a sunrise/sunset schedule on my bright lights, I still add an additional hour before and hour after to make up for not being sunshine. I wouldn't do any less than 16 hours with that light, and maybe 20.

I use Photone, it's simple. I don't know if it's the most exact meter app but it's well "in the park" and is great for comparing lights and adjusting light height. Be sure to make a diffuser from a piece of white paper for it.
