Wondering what I can do about dormacy this year since moved into an apartment and have nowhere to reach the cold enough temperatures for it too many plants to do refrigerator and putting them outside isn't an option

Serms that your best option is to put them in the coolest part of your apartment you can find.

What ChefDean said and if you have a window that you can use maybe put a curtain/box around the window area to hold some of the outside cool close to the window? Maybe a small table in front of the window for the plants to sit on and beneath? Remember, the coldest layer will be at floor level.
