I noticed these under my plant while I was wiping the leaves and I figure it probably is basal shoots but I’d like some confirmation, thanks

Pretty awesome, my mother wants a nepenthes so ill have to research methods of separating and rooting them :P

Basal shoots aren’t that hard to cut n’ root. All you gotta do is cut it as far down as you can without snagging roots. Rooting basal shoots is also relatively easy; you could either stick it in some water or plug it into some media.

What he said ^^^. You will want to bag the potted basal for a month or so to keep the humidity up while it forms roots.

Or you can take cuttings from the main vine and let the basals grow.

When you see a basal shoot that is not in the stem, cut it and let it root or remove it but when it is the time of repotting. If the basal is in the main stem, cut the main stem and root it if it doesn’t flower but if the main stem is flowering, cut the basal because the main stem is using a lot of energy for the flower so that is the reason.

Honestly I'd leave them. Your largest pitchers will come from basals.
