Do these help create the perfect environment or would you consider them a waste of money?

Thanks! Is a blue light a good supplement light to use?

Create the perfect environment for what?... I would only get one if you are planning on starting lots of seeds.

I recommend this light: https://www.amazon.com/ACKE-Germination ... 67&sr=8-16

Or this one: https://www.amazon.com/Aceple-Spectrum- ... 167&sr=8-8

Those work best in small spaces and they color up sundews and flytraps really nicely without burn, unless the sundew flowers/leaves get all the way up to the top, then they stunt growth because it's too hot and the light is too intense up there. I couldn't find the exact model I have but those are pretty close.

Would you recommend the first or second one? They both look very similar. Thanks again!

Are these lights good for pinguiculas?

Perhaps place the light further away if you are using that panel only for pings.

You might want to consider adding some reflective mylar or something like that to the sides and the back of the shelf to reflect back the light, you don't have to add it to the front.
