I'm no expert at germination without direct sunlight OR fluorescents, all I can say is I wouldn't count on the seeds germinating well without direct light of some kind. Indirect daylight is most likely not enough. If they do germinate and they continue to get no direct light, they probably won't do too well.

I seem to be doing this a lot moof :P, but - I second what moof said.

The pygmies are OK with the rain if they are well established, if you are growing them from gemmae or seed, some protection will be required to ensure that they are not washed out of their pots. Otherwise, give 'em hell! Full sun, rain, whatever. Just the way that nature intended it to be.
