Yes, you did it correctly. However, temperate filiformis is in Tier 0 only because we have a lot of it. They are a bit harder to grow because of the need for stratification, so they might not be the best choice for a first attempt at growing from seed.
We can still do this request if you'd like, and I would suggest you search around for stratification techniques for Drosera seeds if so, but may I offer a suggestion of D. tokaiensis or D. capensis for your first try at seeds instead?
