Doesn’t rub off. Starts at bottom and then works to top. Tried fungicides but no difference. Not on new leaves. Just older ones.

It's contamination from the combustion of the fuel used in Artemis, and it will eventually spread to all your plants to a detrimental effect. You must immediately send all of your plants to me so that they may live.
Seriously though, you say it's only the older leaves, then it's probably an age thing with the nectar glands on the underside of those leaves simply dying/drying up because they may not be needed anymore with fresher, newer leaves available.
