hello I planted these seeds inside my house in front of a South facing window. with a humidity dome on top there's some green fuzzy growing in the top. is this bad?

Yes — slimy algae. It probably flourished from the combination of bright (direct?) sun and no air circulation in all that humidity.

What kind of seeds did you plant? Super rare, or replaceable? Has anything sprouted at all?

One option is to take the cover off, move the pot out of the very bright light, and get more air circulation over the top of the pot. Mist gently with water to keep the potting medium moist but not soaking. No guarantee that this will knock down the algae without affecting germination.

The green slime won't necessarily kill seedlings, but it's a bummer to look at.

I'll poke holes in the top to add some circulation. should I use a grow light instead?
these are d.capensis large form. the d Hercules next to it has some of the green stuff but has some seedlings that sprouted.

Remove the cover, and keep the tray pretty full of water, about halfway up the side of the pot. That will keep the media sufficiently moist, the humidity right where the seeds are will be right about 100% (surface of very moist media), and it might slow or stop the algae from getting too much worse so the seeds can germinate.
