That's highly unusual. Even old Cape seeds are known to germinate.
What may be a more likely explanation is that you accidentally mixed up the pots and you have Capes growing, while the binata aren't doing anything. If they are actually binata seeds to begin with.
Tell you what, you seem bummed about the binata not growing, so make a request to the seed bank for binata and we'll get you some legit, fresh (harvested this year and constantly kept in cold, dry storage) binata seeds.
The pic I shared was from the "Small Red Form", AKA "Grogu", but I think we also have "T-Form". Both are self fertile, so you might even get seeds yourself from them.
We also have "Upright Form" binata, which are believed to be the same thing as "T-Form", but a seller labeled them creatively somewhere in the past.
